A Sky-High Legal Battle: United States vs. Philly Drone Life
In a move underscoring the serious implications of drone misuse, the U.S. Attorney’s Office for the Eastern District of Pennsylvania has initiated legal proceedings against South Philadelphia resident Michael DiCiurcio, better known as Philly Drone Life. This case highlights the growing concerns over the safe operation of drones, a technology that has become increasingly popular but also poses significant risks if not managed responsibly.

The Heart of the Matter
Michael DiCiurcio stands accused of operating drones in a manner that blatantly disregards Federal Aviation Administration (FAA) guidelines. The complaint, filed in U.S. District Court, outlines a series of incidents from December 2019 to the present, painting a worrying picture of repeated and dangerous violations.
DiCiurcio’s alleged misconduct includes flying drones at night and dangerously close to notable landmarks such as the William Penn Statue, PSFS Building, and Liberty One Building. In one particularly alarming incident, a drone nearly collided with a church steeple.
Further allegations detail flights in controlled airspace near Philadelphia International Airport, over people and vehicles, and instances of losing control of the drones, leading to unguided flights over the city.
Despite receiving written warnings, counseling, and Education from the FAA aimed at correcting his behavior, DiCiurcio purportedly continued to flout the rules. His actions have prompted the U.S. Attorney’s Office to seek substantial civil penalties and an injunction to halt any further illegal drone operations.
U.S. Attorney Jacqueline C. Romero emphasized the gravity of the situation, stating, “Failing to adhere to the safety requirements for flying drones endangers people and property.” She further highlighted the responsibility of all drone operators to comply with regulations and guidance, affirming her office’s commitment to enforcing FAA regulations vigorously.
Echoing this sentiment, Deputy FAA Administrator Katie Thomson remarked on the agency’s dual approach to education and enforcement.
“We work hard to educate people about safely flying their drones, and we don’t hesitate to take strong enforcement action when pilots deliberately flout the rules,” Thomson declared.
