In a significant leap forward for rural policing, the Manitowoc County Sheriff’s Office in Wisconsin has successfully integrated unmanned aerial vehicles (UAVs) into their operations, drastically improving their response capabilities and officer safety. According to a report by Government Technology, the department launched its drone program in June 2022, overcoming initial skepticism about cost-effectiveness to create a robust team of 13 FAA-certified pilots.
From Concept to Critical Tool
Lieutenants Travis Aleff and Kyle Stotzheim spearheaded the initiative, working tirelessly for six months to establish the drone program. Despite initial concerns about the investment, the benefits quickly became apparent.
“It’s a huge dollar sign, and then it’s like, if we’re not going to get anything out of this, is it worth it? I think that quickly was addressed just by individual calls and outcomes of those calls because of the drone,” said Aleff. “Just solely, officer safety — when you look at that aspect of it alone, that’s huge.”
Drones in Action: Three Key Applications
The sheriff’s office provided three compelling examples of how drones have transformed their operations:
- Mental Health Crisis Response: In a case involving a suicidal, armed individual in a wooded park, the drone’s one-way speaker system allowed officers to communicate safely and gather critical information before approaching.
- Suspect Pursuit: Following a reckless driving incident, thermal imaging capabilities helped officers quickly locate a fleeing suspect who had crashed their vehicle.
- Domestic Disturbance Calls: Drones provided crucial situational awareness in a potentially volatile domestic incident, enhancing officer safety.
Expanding Capabilities and Overcoming Challenges
The Manitowoc Sheriff’s Office is now looking to expand its program to include indoor-capable drones. However, they also acknowledge the challenges, particularly in maintaining and updating the technology.
“The biggest challenge for us is just keeping up with updates and if something breaks, trying to get it fixed, sending them out and getting them back, whether it’s, you know, software issues or whatever else, that’s probably been the biggest hurdle,” Stotzheim explained.
