Exploitation of the Homeless for Online Laughs Draws Condemnation
In Pueblo, Colorado, a disturbing series of events has unfolded as Henry “Hank” Borunda, a local developer with significant property holdings, has been accused of using a drone to film and harass homeless individuals for the amusement of social media audiences.
His actions have sparked widespread criticism from drone experts, homeless advocates, and the broader community.
Borunda, who reportedly possesses at least $2 million worth of property, resumed posting videos on his Instagram page “bumsndrones” after a hiatus following investigative scrutiny by the Pueblo Police Department and the Federal Aviation Administration (FAA).
The page, which lay dormant for over a year after initial reports by the Chieftain, saw nearly 50 new videos uploaded in November, many showcasing the same troubling content. Additional videos are shown on his Youtube channel and TikTok account.
Video Content Raises Ethical and Legal Questions
The videos feature drone footage of homeless individuals, some reacting agitatedly, often with a soundtrack that seems to mock them.
These actions have not only been labeled as harassment by advocates but also potentially infringe upon FAA regulations concerning drone use.
The recent upload of these videos continues despite ongoing investigations by the FAA, whose Legal office is currently reviewing the case.
Borunda’s activities extend beyond the contentious videos. Earlier in the year, he contributed to the opening of La Bella Union Plaza and has been active in local politics, making significant donations to mayoral campaigns.
This involvement in the community juxtaposes sharply with the content of his videos, which have been met with repulsion and disapproval.
Community Response to Borunda’s Actions
Cathy Alderman of the Colorado Coalition for the Homeless described her initial reaction to the videos as witnessing mockery, bullying, and harassment.
Borunda, on the other hand, claimed his intent was to “shine a light” on the lives of the unhoused to “inspire change,” though this rationale has been met with skepticism.
Potential Legal Implications for Drone Misuse
The manner in which Borunda operates his drone could be violating local laws against harassment, according to Pueblo PD spokesperson Frank Ortega. However, no formal complaints have been made.
Vic Moss, a Colorado-based drone expert, expressed the drone community’s disappointment, suggesting that Borunda’s behavior could breach multiple FAA regulations, including reckless flight.
Furthermore, allegations have surfaced that Borunda used his drone to harass business owner Bob Walker amid a property dispute, casting further doubt on his proclaimed altruistic motives.
Wildlife Disturbance Adds to Controversy
Compounding the issue, Borunda has posted videos on his personal Instagram page involving drones capturing footage of Wildlife, which could potentially breach state regulations against using drones to harass or disturb animals.
A Community Awaits Justice
As the situation unfolds, the community and authorities are closely watching. The collective sentiment leans heavily toward concern and indignation, awaiting appropriate action and resolution.
Borunda’s videos serve as a reminder of the ethical responsibilities that come with technological capabilities and the imperative to use drones with respect for all individuals and beings.
